I have every bit of faith that those two GMs will get horses working well. In fact, so much faith I just purchased a horse.
A couple things I would like to see:
-Horse run trails. Maybe they don't teach as well, and they require more scouting and perception but I see this as an excellent way to play the scout/messenger part of being a ranger.
-More non-paladin combat for horse owners. I am not saying my horse should kill or even do much damage, but a well trained horse could be ridden into a swarm and knock critters over, allowing even better fighting from on the horse. This would then push the paladin bonus to horse combat higher, and the bonus and link they have with their horse would provide even more bonus.
-Containers for horses. Nothing big like a caravan thing, but perhaps a horse quiver and some saddlebags that would hold the same as a pouch (for grooming and feed supplies) Also, as a messenger for a ruler you might be given a special pouch to carry messages. (more than likely personal worn though)
-Sheath for saddle. To carry a spear or bow in, something to add to the horse combat, perhaps even requiring a special saddle be purchased with the sheath.
-RP commands. Commands to have the horse interact with other people in the room, perhaps nip someone (like a wolf) or while mounted allow you to stand your horse near someone or walk it toward them.

One thing to consider is balance, I consider a horse being able to fight is one of the few paladin perks out there, and I really don't want this given out to others. Another consideration would be the possible reprecussions on a horse owned by an empath.

Again. Bards are magic secondary.
Bards can learn spell scrolls.
Therefore bards should be able to learn to cast magic on horseback.

Understand I am not asking for the horse to fight. I am asking for a charge type ability to use the horse to charge into a swarm, knocking the critter off balance, then you have to kill it. More like, you push your horse into the critter, sorta of a horse shove...

Actually what I would really like is horse grouping, being able to group with other horses as long as all moving at the same speed, and group with people on foot as long as the horse is walking. I supose the horses at the same speed might need a second check for advance riding as well. If the leader of the group has advanced riding but others dont, would need a toggel for him to turn it off so he doesn't leave people behind. Or maybe a message like you get climbing if someone following you is not going to be able to make the climb.

Personally, I'd like to see circle based horse abilities removed. It doesn't make sense that I should have to gain circles to ride something that is NOT given to me by my guild. Also, I'd like to see the stuff from the first post, too.

I could see horse combat of various forms for non-paladin riders, but I feel that it should only happen if Paladins get some Very Cool advantages/features that are related to their holy service to the gods (hence, why no one else can get/do it.)
I see it as similar to the familiar issue for WMs. I have NO problem with people being able to get pet dogs, for example, that can do a lot of things that familiars do; as long as familiars are just that much cooler due to their magical natures.
Lots of ways to adjust game balance without just stripping one side of the scales bare.
