The river is the speed it was intended to be. It's a rushing underground river and nearly impossible to do anything but be swept away by it. That's one of the reasons it teaches so poorly.

And just because you can't swim south in the river, doesn't mean you can't reach the remainder of the river by another route. It may be that the river is slower elsewhere and teach better swimming, but you'll have to find out for yourselves.
