Alright, I've neglected learning much about armor for a long time because I can buff myself up enough that I figured if I got something forged I'd be okay. I realize how ridiculous that sounds. Anyway, I'm backtraining my weapons and getting hit a little harder than I'd like to while trying to also backtrain shield. My question is this.. what kind of set up would I be best off with, protection wise, without having to backtrain a lot of ranks? I'd like to stick with LC on my vital areas at least because I have trained it this far.. Any advice on better LC armor for my body, and should I try backtraining other armors on other body parts?
Right now, I'm using the following hauberk along with some perfect garg hide gloves and a pretty standard balaclava

I'm certainly no chain armor expert but here was the first couple things to jump out at me:
1) The appraisal on your armor looks fairly suspect to me. If it's forged, it certainly doesn't seem to stack up there with the best forged LC hauberks, unless my instincts fail me. The defensive qualities should be better across the board, I believe, and it should also have lower hindrance. So you might want to look into getting a capped forged LC hauberk, that would probably go a long way in and of itself.
2) I'd suggest cross-training HC with your LC, rather than tossing in a leather accessory. Personally I'd grab a visored chain helm from Riverhaven and some nice HC forged gloves. Doing this will eliminate the extra mixed-armor penalty you're suffering for using leather gloves. Really the only reason I could see for cross-training with leather is if you want to improve your stealth ability somewhere down the line, but since you didnt mention anything to do with hiding/stalking, I'm making the assumption that being on the 'bleeding edge' of stealth capabilities isn't a big concern for you.
Others can probably chime in with more/better suggestions, but hopefully that will help some.

Simple enough. Unless you appraisal is inaccurate, you really arent getting much protection/absorbtion from you hauberk. A silver gilt hauberk from Theren would protect you better with around the same hindrance, but your best bet is to buy a forged hauberk with moderate hindrance. For a second armor you should look into a visored chain helm from riverhaven and forged chain gloves for HC.
Also ditch the leather.

Being armor Tert, you want the lowest hindering pieces of armor you can get your hands on. You can certainly train both light/heavy chain and leather as a bard without to much trouble.

Terra, you don't get a penalty for mixing light and heavy chain armors... You will if you add in leather though. There is a visored heavy chain helmet from riverhaven that works nicely. (The alternative being a forged chain helm that does not protect eyes and wearing it with a leather eye part.) I'm currently using equal parts of light and heavy chain with light being my main torso piece.

Okay, how about the moon mage guild? I'm looking for a LC set up that will least hinder stealth the most. Hauberk/gloves/helm or shirt/greaves etc. Also, if the stealth penatly is too steep, I'm considering switching to Leather. I train Hiding/Stalking/Evasion religiously, and I haven't had much of a problem yet. I know as I progress to more difficult mobs, I'll notice it.
I liked the LC set up because of the protection it offers, mixing it with CoL would be a good form of protection in both PvE and PvP, but I don't want to negate some of the more important skills in the survival tree or be extremely less effective with them because of my armor choice.

That said, chain can be viable, especially with shadows. If you really want to focus on stealth, you might want to consider bone armor too. It is kind of weak right now because only storebought is available, but someday it might be good...

Don't plan on wearing chain and training stealth at the same time, period.
With 300+ stealth and ~100 ranks in chain wearing the standard forged LC hauberk and HC gloves/helm combo, I can barely, barely ambush something I've been hiding circles around for 80 ranks of hiding and stalking. Since Shadows doesn't boost stalking, it doesn't help much.
Bone armor sucks right now and I highly, highly doubt it will exceed leather armor enough to make it worth training in crappy armor for the years until a player creation system for it comes out.
If you want the best combination of stealth and protection, Tanned leathers + CoL is what you want.
Once I get enough hiding and stalking for 150th circle I'll try training chain a bit higher and see what the stealth hinderance looks like then, but for now it doesn't seem like an armor tert ever has a fair chance of using chain and stealth at the same time against anything they would actually need armor or hiding when facing.

This is largely the issue here. Armor ranks after the change in stealth hinderance, has a huge impact on how well you hide in a given armor. Try again in another 100ish armor ranks, that seemed to help the warmie with similar issues a bunch.

The problem is that getting 200 ranks of armor as a Moon Mage is no joke, and you would be forced to choose between gimping your stealth to train it, or doubling your hunting time just to keep it up and hold yourself back on everything else. So having used both JMF, would you say a full LC setup or a full Leather setup would be better in PvE and PvP if one works hiding/stalking/evasion primarily.
Basically, I want to find, without investing a significant amount of time into training two armor sets as a moon mage what's going to be better in the long run. I want to hide dodge and stalk well but not get gibbed.

For PvE, chain is the clear choice. For PvP it really is a tough call, because if you aren't seen, armor doesn't even matter. For what its worth, I abandoned leather at 400 ranks and switched to light chain. I've done a bunch of experimenting since then. Light chain is hard to beat for regular training, but sometimes in spars I wear cloth or no armor. I'm backtraining bone in the hopes that it gets developed and doesn't turn into something like sling (a joke, basically).

Yes, that's exactly why. You trained off more of the penalty before it went in than most Moon Mages ever will.

I'm saying you're wrong that it isn't viable. And you don't have to abandon one skill to train the other. Either carry backup armor (like a cloth robe) or just train stealth without armor on, it isn't a big deal. That's what I did when I wanted to train stealth in malchata while wearing plate.

In PvP, I noticed via some testing, a distinct difference between all leather, and leather with chain hand/head. Not that the target was seeing me, but that via snipe I couldn't touch them, they blocked every arrow, with the chain accessories on. Switch to all leather, every single arrow landed (all full aimed snipes in both tests). I found this to be interesting and baffling, since they couldn't see me either way (nothing else changed between scenarios). So either the RNG was acting weird and gave all low rolls for the first dozen, and high for the next.. or something was going on there. I think I want to play with this more.
This was with mid 500's stealth, high 400's leather, high 300's chain and mid 300's bow vs mid 300's perc, low 400's shield, low 300's evasion.

Just to add, I'm a moon mage and have no problems using HC/LC/worn buckler, even at fairly hindered. My stealth is not overtrained compared to my armors (armors 190ish hiding/stalking 210ish) and I am able to train both well in the same hunting ground, using shadows.
Before 100 ranks I'd take off my body armor to hide/stalk and that worked fine except for the occasional whack in the chest.
I was wondering though, is there a way to get down to lightly hindered with an LC/HC/worn shield combo? I'm still sitting at fairly hindered with a forged hauberk (LC) and gloves(HC), riverhaven visored chain helm(HC), and tanned croc buckler.

I'm not sure how far down it would drop you, but you can go with LC shirt, HC or LC greaves, and a tanned small shield. The shields have a bit less hinderance than the bucklers, and the shirt + greaves has a bit less hinderance than the hauberk. You could also try a forged HC helm with a leather mask.

But considering all the armor and shields you are wearing or carrying, you are currently lightly hindered.
That's with a worn garg shield and full forged LC for min weight and hinderance (And a Shard balaclava). No rare metals though. I don't mix in other armor types, but... I doubt you're gonna mix without stepping up a level.
