In my newbhood, I recently caused someone to lose their sword, and would like to replace it. Their strength is 26 and probably staying there for a while, and agility is 34 and may be raised soon. Parry is rather important as a defense.
What is the best sword that can be forged for those stats without some crazy 1000 plat rare metal? Who forges it?

There are a number of skilled weaponsmiths. Usually one or more are near Crossing. You might try asking a trader: Smiths and traders often have arrangements.
