I'm looking for a balanced LE with decent amount of slice in it.Anything like that available without using special metals?

Get a forged short sword/katar or a Fest katar. You should be able to find moderate slice LEs relatively easy in the Trader tent in Crossing. They hit like a train as far as LEs go. Very, very nice.

I have found that to be that case..Thats why I curious to know if a LE ,preferably a katar , can be made fair balance,fair slice and fairly suited for strength or any combo that gives a fair amount of balance,strength and slice.

I've no idea about forged weapons, but the best store-bought LE you're going to get that's not terribly balanced is fair slice.
There are the obens from Shard and Muspari (low/fair/poor reasonably/poor fairly sturdy 18 stones). 4510d and 6000l respectively.
The kythe from Knife Clan (poor/fair/poor reasonably/poor fairly sturdy 18 stones). 1500k.
The leaf-bladed sword from Riverhaven (fair/fair/poor fair/poor average 28 stones). 1140l.
After I got totally ripped apart while using my mod slice Outcast katar due to the dismal balance, I switched to an oben. Doesn't do the mind-blowing damage, but I can at least parry with it.

None of those are what he asked for. Katars have bad balance, short swords aren't slicers.
If you're looking for it for the reasons I would assume you are. What you want is one of two things. The elven telo from shard. Well balanced, fair slice, but it's a ME (although, weapon skill isn't checked, so ME's work as well as anything.) Or the outcast dagger from the shard fest. Well balanced/fair slice. And of course, mirror blades in the right hands would be awesome, but again... ME).
Outcast Dagger. F/F/P W/P fairly sturdy.

Just to clarify my questioon a bit..I am looking for a katar-like weapon that is fairly balanced and fairly suited for strength with fair to moderate slice.The question is whether or not its possible for such a blade to be forged and if so can it be forged without special metals?

I think they're useful to Thieves because of the different manuevers they can do. But I don't know why other guilds use them. The loss of impact from the katar makes them not nearly as effective. I mean... they're decent I guess. I would like them a lot more if they were F/F/L actually. Poor is just too low.

Its because of the balance. I have an old katar with poor balance and have a hard time hitting some things, especially if they can parry. I dont hit as hard with a jambiya but after using feint/draw/slice/chop/parry for balance I can use feint/lunge/slice etc. and usually get a stun if I timed it right. It adds to the jambiya's versatility.
