Has anything been said addressing the fact that tanned small shields currently match the best medium shields but with lower hindrance? Any info on how this is changing in 3.0?

I would guess that tanned small shields in crafting 3.0 will be comparable to the metal small shields that armorsmithing is currently producing. So look at some of those to get a sense of what is to come.

I mean those are right near the arm-worn cap for small shields anyway, so it's not a big deal, right?...Has there been any info on the arm-worn cap in 3.0?

It's a damite jousting shield.

HCS/Plat gets to very high for the full protection, and since the cap is at high arm worn, my shield is kind of pointless. It's rather depressing really, because in order to make my shield not pointless, I would have to not wear it on the arm, and if I don't wear it on the arm, I might as well go up to a (large category) warrior's tower shield, gnome quest jousting shield, or new forged battle/war shield.

I asked this in the Lore folder and got a sort-of answer, though it wasn't one I could reproduce.

Anyone find a mix for a small shield that ends up with GOOD full protection? I'm only worried about reaching the arm-worn cap, I don't care about exceeding it like current tanned smalls do.

High carbon ceremonial shield, high carbon ordinary shield, weighted lumium ordinary shield, high carbon targe

I've tested all of those and they hit "good" on the top end defense hand held. Of those, looking at the targe it is probably the higher end range of good (since the mid carbon app is "moderately good").

Ahhh, I see now. The 16 volume small shield templates can hit good. But the 14 volume don't seem to be able to. That would explain it. Thanks a ton Kraggur.

Just remember, at a certain point the defense penalty to evasion becomes greater than the protection offered by large shields, thus actually lowering your defenses. Statistically Small shields in the upper ranks are always better.
