I know small arm worn shields cap out at good protection when worn, but do they usually loose protection if they are good to start with when you wear them? Below is a crafted sipar that looses protection when worn and a ordinary shield from Hibarnhvidar shield shop that apparently does not.
crafted sipar:

Another small shield that does not seem to loose protection when worn, this one from a black goblin.

Yes they do.
It is a weird system where there are some that do and some that do not.
The line between might be crafted or not crafted.
I don't think I've seen any crafted small shields not drop in upper protection when arm worn.
My personal experience does not extend to any other shields besides small.
