Okay, so here's my question... I've got a 28 stone Bastard Sword that apps at f/f HE and r/f 2HE. My strength is 33 and my agil is 16, meaning that I should have an effective strength of 25 in HE and of 23 in 2HE; this translates into a 3/4 second RT in HE and a 4/6 in 2HE. However, even using the sword in HE I get the 4/6 second RT... so my question is: Do broadswords, regardless of which edge you use, default to the highest level of Balance/Suitedness? Meaning, even though I'm using the sword in HE version, it defaults to the r/f of it's 2HE version and gives me the higher roundtime.

Appraisal outputs are a range, not a set number. Fair balance isn't, for example, just 15, it could be from 10 to 20.
The bastard sword doesn't have equal balance/suited in HE mode, even though they're both in the fair range, it's actually more balanced than suited (which shows up when switched to 2HE mode, because doing so increases both balance and suited by the same amount, yet only balance made it to the next higher appraisal range).
Just knowing that the HE side is fair/fair means you could have anywhere from 23 to 26 effective strength, but with what I know about forged weapons (and the fact that you still have 4/6 RT, hah) that you have between 23 and 24 effective strength with it in HE mode, and that it's most likely 24 at a glance (I'd have to have the bastard sword to compare to others for an exact).
You actually have more effective strength on the 2HE side, so there's a chance you could even have 25 effective strength there and swing the 2HE side at 3/4 RT, have you checked?
In case you wanted to know, my formula is:
((Agility*Balance) + (Strength*Suited)) / (Balance + Suited)
Course, the hard part is actually knowing or figuring out the exact number value for the balance and suited of any given weapon.
