Can you apply even if you dont live in america?
I live in the UK and as far as i know theres quite a few people who play from here too, not sure if theres any GMs or such though.

On the office tour they have a big map on the wall with little pins in it that mark where different GMs live. There are several that live outside the United States, Australia and the Netherlands being the two I can remember off hand.
