Platinum, Prime, and The Fallen are separate instances, and I've never heard of any characters ever being transferred between them.
This is probably a good thing as each instance has special items that are found only there and are routinely plot differences between Prime and Platinum.

Population ebbs and flows. I played for years before coming back to prime; depending on how you define 'enough people', probably not. Peak population is going to be 10-20, probably about 14. Average will be closer to 5 most days, and there will be times when it's just you.
Now, that means you get to have impact on story lines, and when auctions/raffles happen, you get to participate even if you don't have 1 billion plat, and even if your character is a level 3 commoner instead of a level infinite warchanter.
Personally, after playing for years, I opted for prime instead. You can get the same quality of RP, and there are more people there, which makes getting player crafted goods easier, but it means you'll have to deal with never being the biggest, baddest, dude on the block.
I believe you can trial plat instance, either with a player to sponsor you in, or more likely just by contacting feedback or billing and asking them to let you try the instance.
If you're already paying for premium, plat is a 10$ a month extra that nets you double LTB points, so it's really worth it just to pay in if you're going to pay for premium anyway.
Either way, try it. You might like it, you might hate it. Remember that when you log in, type /chat to turn on global out of character chat (type chatter instead of think, doesn't require a gweth or physical item, and is ooc).

I'd try it, but your never going to be the biggest baddest on the block in plat either (at this point...). I'd recommend starting in prime, then going to plat.

The other big thing is that you don't really have to be the biggest baddest on the block to really get a good slice of the "awesome-things" pie.
Most likely this frustrates GMs who run things like auctions at times, but Plat can often be a bit reserved and polite when it comes to competitiveness, so unless you're after the uber-katana+10 and people know your character and what your character tends to do, people generally don't bid on things just to have them. We've had pretty awesome things go for a few gold.

Plat manages this pretty well; given the level range, the GMs will often, in an invasion, drop critters of X level out one gate, critters of Y level out another, and everyone attacks as appropriate because everyone realizes everyone else wants to have fun and be the hero.
And since there are so few targets, the GMs can often whip out a critter that's a challenge appropriate one, rather than having one level range be '0-100' like in prime.
At events, everyone is pretty much on equal footing since there aren't orders, or a lot of standing history where person A is event hounding so gets half the attention each event, or person B is being deliberately disruptive so craps on everything, etc.
At raffles, the low count means you're likely to win something and the GMs are somewhat likely to double run just to get everyone a prize, if it's possible. At auctions, players hold back except for a select few top tier items like the Katana, mirror weapons, a boat once, or similar 'once in a lifetime' items. You can come away with some amazing/awesome stuff from the auctions, and sometimes it's criminally cheap. I personally usually ended up bidding on something I knew I didn't want and giving it to someone later.
The flip side of this is that you lose out on a lot of the PvP stuff. No real necro invasions like Theren vs. necros, no one wanders through Crossings and drops a glass orb at the empaths, etc. A lot of the player-centric spontaneous RP is diminished because of the low population mixed with how VAST the realms are these days. Even with fast travel methods.

Just as another example, last night Plat was invaded by mobs that flexed like some quest bosses, so everyone was essentially at-level with the mob at the same time.
But, yeah, in situations where normal mobs show up, a lot of the higher levels just tend to use lower skilled weapons or buff players/debuff mobs, so they don't quickly blast through everything and instead give lower levels a chance to take out notable parts of the invasion themselves.

Honestly, this is not the case at all. I have 2 examples at minimum in our low population to show this. Bottom line, we are all willing to pitch in and help you get started if you're interested but the low population is not something that we can fix for you. That's something that you either accept or it will drive you back to Prime in no time.

Also, as was already stated on here, people come and go and as they do, current "top dogs" change because the top dog quit. Uzmam, Arathael, and Divult are just 3 examples of how characters started not terribly long ago have reached high in a short amount of time (by comparison to those of us who have been here since the bricks and mortars went in).
Bottom line, we are all willing to pitch in and help you get started if you're interested but the low population is not something that we can fix for you. That's something that you either accept or it will drive you back to Prime in no time.
