Is this against policy? I don't know if I would do this a lot but an empath was looking for patients one time and I was wondering about this.
I guess, taken to the extreme, you could have two players dueling constantly, or one moonmage incinerating himself through bad teleports to create a lot of wounds. Would this be against some policy?

Yes, but all you'd have to do is suggest you were training or attempting to push for something else, or practicing PvP or whatever else as some alternative for why your working on this stuff, and just happen to be coming up with a lot of wounds for empaths.
But no you shouldn't be doing those things for that effort.

The GMs do have access to various logs, which I believe includes things like gweth conversations at the very least and possibly things people say. So if you're going to be attempting this deception then I wouldn't chat about it.

E.g. rolling up a noob moon mage and repeatedly mis-firing a teleport over and over solely for the purpose off unlimited empathy experience. Definitely don't do that.
I.e. it's not the easiest to enforce due to grey areas, nor is it particularly worth the effort unless it is clearly breaking the rules. I wouldn't bother to do it personally, primarily because Empathy is quite easy to train these days via maniupulate, health walking, and so on after you pass the lowbie hurdle. Play the game, don't game your play.

To be fair to the GMs that regulate this sort of thing, they do have to prove their rulings to the satisfaction of supervisors and Feedback. So while there isn't a court, there is a secret tribunal. And if there's anything Americans have gotten behind in the past decade, it's secret tribunals.

Clearly not a GM so don't take my word as law in the least, but IMO as long as you're not making a blatant mockery of abusing the policy you're not going to get in trouble for it.
In other words, if person A is hitting person B every 5 minutes just so Empath C can heal person B, you'll probably get in trouble. If person A is sparring person B, it's a fair-ish fight, and Empath C is healing them after the fight, it's more acceptable. If person A & B are hunting a bit over their heads knowing that Empath C is nearby and can heal them/restore vit/etc, then it's DEFINITELY acceptable.
Just don't make a total mockery of what they're trying to enforce through that rule and you're pretty much golden.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

This is definitely, as Raesh said, still considered mechanics abuse. However, it's a tough thing to police because the behaviors themselves are not against policy, it's doing the behaviors specifically to generate wounds for an Empath that is. All people have to do is not explicitly state that they're doing it to generate wounds. So we could enforce the policy for a week or so until people learned to at least pretend to be doing it for some other reason, and then we'd be right back where we are now.

Not good RP. I feel like in a game of RP, asking your buddy to blow him/herself up is kinda crude. I'll be honest though, as a player, a nice big empathy mindlock...is tempting. Regardless, in a RP game, the empath should never ask/beg/expect someone to intentionally get injured. It is so demeaning. (For those of you wondering, my character's love for bloody spars isn't about healing.) Empaths can be as simple or as involved as the player wants. Respect and dignity is up to individual empath. Just my humble opinion.
