This was just answered by Mr. Helpful in my post about Symphaena's house in General Discussions. Basically, you have that guy in Illithi that sells various bugs, there's one more (I forget where) that sells cats and dogs, and that guy with the wagon in the Sea Caves that has the occasional wild animal (skunk, ferret, those kinds of things). His inventory changes constantly but last I checked, he was overrun with cats (I'm guessing leftovers from the recent festival?).
