If you have the cash, and really want to explore the system, I recommend investing in some high-quality mining tools: a pickaxe and a shovel. It will make the system much more enjoyable.
Just head out and start digging. I think there was/is a script up somewhere (maybe epedia, maybe DRSecrets, genie forums?) that was simple enough to get you started and avoid much of the danger.
It's fun, and potentially rewarding if you sink the time into it. I smelted my ore into ingots and was selling them for awhile, hit a few rare veins, eventually got bored with it.
Give it a go!

I could be wrong but I think you only really learn perception when you prospect. I tend to run through a whole area prospecting every (open) room before I start mining.

Prospecting teaches foraging, appraisal, and perception. They all tend to move rather equally. If I had to guess, it teaches foraging better than the other two.
