For some reason my health in combat is not regenerating. I take a hit, it goes down and stays there until I take another hit at which point it decreases again. Never once rejuvenating. Is this what it has come to?

How much stamina do you have?
During this session, have you circled or trained stats while under the influence of a stat buff? If you see negative signs next to your stats, you should log out and log back in.
