Anyone got some similar rank/skill set data, but with more/less mental stats to compare?
Instead of continuing to tangent I'll post this info in some other more appropriate folder, and hopefully get some other folks to give data @ similar ranks but different stats.

Just a few extra points.
Rank 338 (that's the one before the wall rank), moving wisdom from 40 to 41 took me from all .99% pulses to 1 in 3 being a 1.00% pulse.
Rank 339 (wall), .71% pulse @ mind lock.
So you'd have to train wisdom roughly 20 times just to get the same pulse % every 4 ranks. I know wis/int do other things besides control learning, but I think it's safe to say that mentals have a pitiful effect on learning rates at these levels (~40 stats) and if you don't care that much about the secondary effects of wis/int (other than perception, do they do anything else?) your TDPs are better spent elsewhere. I appreciate that the GMs want to slow advancement, but in summary:

My takeaway was that mentals matter a LOT more on wall ranks and that in the long run I haven't wasted my effort raising mentals at all.

Ouch for an RPA that's downright sad! If I'm doing my math right both those ranks are near the middle of a wall cycle, I wonder if RPAs are more effective at a wall, or if RPAs in TF are just suckier than RPAs in prime.

To my knowledge, this is correct. To clarify, I believe they said (for a level 1 RPA) that it pushes back your wall cycle by 1. I guess if you were on a post-wall rank, it would make it post-wall - 1, or uber post-wall.
I would speculate that higher-level RPAs simply increase the amount of cycles by 1 per level (e.g. a level 3 RPA on a wall rank would act like (wall-3)), but that's pure speculation. Additionally there's also the bit boost that a GM posted about recently. To wit:

I'm not sure about this whole pushing back a level in the cycle business, looks more like pushing forward. Based on what I'm seeing, activating level 1 RPAs on wall ranks puts me in a post wall pulse mode for that rank plus ~.10%

No, definitely different things. I was thinking that activating an RPA on a wall rank made it behave essentially like the rank before the wall rank, and so on up the cycle.
On the plus side, I've been in a training mode lately and I was going to burn an RPA on my next hunt because my primary weapon happens to be on a wall, so I should have some specific info on this in the next couple days. I'll probably post it in the Experience folder, though, since it's a bit more relevant there.

That is my experience. I typically use an RPA to push through the final rank of a wall rank. The results appear to be post-wall rank (with a bit of umph) absorbtion.

I remember this as well. If I'm on a wall rank and use an RPA, it will act like the pre-wall rank just before it. So if 1 is post wall, and 8 is wall and I use an RPA on 8, it will act like a 7.

Just wanted to repeat, that this is definitely not what I am experiencing when using Level 1 RPAs to bust through wall ranks. Wall ranks act like post wall ranks not pre wall ranks (so from 8 to 1 not 8 to 7 using your terminology). Next time I fire one up I'll locate a post wall rank and track the pulses on it.

That's awesome news on wall ranks. Now it makes me curious as to what happens on post-wall ranks, though. I mean, if it's just a simple push forward in the cycle, then the only time an RPA would be a benefit would be on a wall rank, and we know that's not true, and other data posted here show that it's not a straight percentage bonus, so what is it?
