I've never gone through this process before, but I'd like to have some armor of mine altered for my bard. It's the Scrip chain mail ( https://elanthipedia.play.net/mediawiki/index.php/Armor:Stylish_chain_armor_inlaid_with_jeweled_musical_notes ).
I'm trying to determine if this is (1) even a possibility. If it is then (2) how is it accomplished and (3) what do I need to supply?
This is the basic idea:
> Tap: you see some dark red and gold chain armor fashioned to resemble a phoenix rising from a burning pyre.
> Look: A variety of precious gems inlaid within the links form the intricate pattern of glimmering scales and blazing flames. As the bard moves, the flames flare up and dance, the protruding wings undulate, and a low chant-like tone emanates from the shifting links.
> Rub (activate script already on the armor): The phoenix takes on a life of it's own, constricting around the bard in a roaring blaze of light and cacophony of soothing sound.
> When the effect runs out: The phoenix settles and contracts, quieting the musical flames.
In a perfect world:
> Generic Atmospheric: The wings on <bard's> armor flutter softly, accompanied by a fleeting warmth in the air.
> Spell-based atmospheric (Prepping pyre): The flames on the phoenix begin to flicker and shine as if lit from beneath.
> Spell-based atmospheric (casting pyre): The phoenix seems to bask in the unnatural warmth as the ruby eyes reflect the red-hot intensity.
> Spell-based atmospheric (casting pyre + will): The the ruby eyes of the phoenix glaze over with an icy frost as the flames take on a bluish tinge.

Hey. I'm going to lay out what I know about alterations. I don't mean to burst your bubble, just want to share what I know and what I think is likely.
It is usually possible to alter scripted items, though not always. I would think that for this particular item, you could PROBABLY at least get roughly the TAP and LOOK you want, although they will need to be changed to follow general alteration guidelines.

In short, your TAP is too long, and your look is too magical. Both could fairly easily be tweaked to fit the guidelines though.

For example, the dull serpent earcuff can be altered to be, for example, a silver kraken earcuff, and the messaging will indicate a kraken is biting the wearer rather than a serpent. However otherwise the messaging stays the same.
Adding atmospheric messaging is something I have never seen done. Doesn't mean they won't in the future, but this aspect is least likely to happen. Once (and once only) I saw the Witch offer to add 1-3 verbs to an item for around 2000 plat dokora per verb, but even then you would have to avoid magical effects.

Not a GM, duh, but hopefully I can at least talk to what I know current GMNPCs can do. Not sure if you know this stuff or not being the first one.
1) Tap and look: no big deal.
2) I only know of one alterer that can add verbs to an item. I can't recall the name off the top of my head, but she's one of the Hollow Eve ones. I don't think that necessarily means she can edit verbs already on items, especially when it's a fancy script thing like that armor. I know when I got one of those healing earcuffs altered, I had to make sure that the item itself still worked with the way the script talked about the script working. I couldn't make the serpent biting my character's ear into a unicorn stabbing my character's ear with a horn.
3) I don't know of any alterer that adds atmospherics short of adding planetary gems to something. It would be cool, though, even if I'm some players might hate it being available (hah).
4) DEFINITELY don't know of any GMNPCs who can tweak an item to a spell being prepped.
The concept sounds totally awesome, though. I'd personally expect an atmospheric alterer showing up way before a "item responding to my spell prep" alterer.

Okay. Good info. [Begrudgingly] drop the spell preps and general atmo for a second. What do I need to do and supply to change the look and tap? Who can I talk to to determine if the rub can change?

* I was hoping I could get away with the shifting look considering the current look (I tried to base it on what's already there): Polished to a lustrous finish, this stylish armor flows over the wearer's figure like a second skin. A variety of precious gems inlaid within the links form a pattern of colored musical notes, which seem to dance across the chest with movement.

You probably need the "some" part. I'd personally suggest "some dark red and gold armor depicting a phoenix rising from a burning pyre," because I'm just personally trying to get my head around how it resembles that without looking super clunky to move in.

It never hurts to try. Just have a backup just in case. I've found that the more reasonable/polite you are, the more you tend to "get away with" when it comes to alterations. Nothing super egregious, but grey area stuff that can go either way.

I'm not sure what the rules are for things that cause sound, though. I could see writing something about the links causing a pleasant tone when moving, though, but I'm talking off the cuff.

I'll play with it. The idea was that the armor was in the shape of a phoenix rather than painted with a phoenix. Almost like a phoenix costume. If that's not coming across then I need to finagle it a little more.

I agree that it was hard to wrap my head around the idea of armor that "looked like a phoenix". The pictures really helped. I had a go at an idea that fits the guidelines if you'd like to use any part for inspiration:
some dark crimson chain armor bearing brilliant gold swept-wing pauldrons.
Lustrous links of tightly-woven chain create a nearly seamless, form-fitting armor in the deep red color of smoldering embers. Reaching up each side are lines of twisting flame, the links plated in bright golds and silvers so that any movement creates an undulating pattern of light. Upon each shoulder is an outstretched wing of polished gold reaching high toward the sky.
Also I don't know if you care to keep the sound part, but you might do it with something like this:
Tiny cylindrical bells are sewn into the seams, making a faint chiming sound as the wearer moves.
