It feels random to me. I've had the same experience getting sirese seeds as long as I've had my cleric (somewhere around 200-300 outdoorsmanship, I forget exactly). Sometimes you get one quickly, sometimes you look over and over and over and... It's the same now as it was when I was brand new to cleric-ing with no foraging skill.
But I haven't recorded data. It's pretty subjective. I've just definitely found myself staring at the screen going "oh my god just find a seed what the heeeeck" frequently enough that I've also concluded it's random.

Regardless of random or skill based, as a method of building devotion, the rate limiting step should not be finding the seed. Rather it should be finding the seed and taking it to an appropriate spot should be what the system is rewarding the cleric.
Someone should find a seed in 4-5 attempts in my opinion. I'm OK with a little bit of randomness, but it should be almost certain after a short while. there's precedent that you need to go to an area where the seeds can be found. It should not be that difficult to find.

In general, I'm OK with the fundamentals of the system. As a cleric, you should be in touch with the gods and gaining devotion. The use of said devotion to call on the favor of the gods by communes also makes sense. I don't even have that much of a problem that you only gain Theurgy from using devotion (communes) and not just gaining it.
While the system is fine, I do agree some of the communes could use re-work. Hodierna's commune is by far the most useful to me and Meraud's helps in the Healerie/triage and other rooms you have to stay where the mana is just terrible. Eluned's second commune (swimming bonus) doesn't really seem to do anything at all. I really like the idea that some spells could become communes instead (MF seems like a good candidate).
Regarding Kertigen's commune... in my experience the advantage is it is an infinite bless for the cleric who uses it on their own weapons. You still see a remaining number of strikes, but everytime mine gets to 1 instead of going to zero it resets to the maximum (3 times circle).

You have a lucky bug then. Mine wears off. (I re-commune every time it does).
