So here is my question.
If a Cleric refuses to raise or even rejuv a dead character (reasons are irrelevant) would that then give said dead character consent to attack/kill the Cleric at some later date?

What? No way. I'm sorry but that's kinda silly. If an empath doesn't heal someone does that give them consent? If a trader doesn't sell a pouch for someone does that give them consent? If a MM doesn't open a gate for someone does that give them consent? etc. etc. Raising/rejuving isn't a Clerics job. There are clerics who don't even get the spell. It's not required for them to do it.

Is their PvP stance "Open"? RP a little and bring the noise. Just remember to ask yourself first, is the juice worth the squeeze? I'd do my level best to knock said entitled person flat and then hand them to Whiteburn for shark feed.

PvP stance is not irrelevant without context. If said cleric said, "I am not raising the filthy heathen/necro lover/jerk/insert anything that can be seen as a conflict starting phrase" it can get murky. So clerics can be killed for not raising within a certain context. If it was a simple "No I won't raise" then there is no question of consent, there is none. If there was bantering/conflicting/threats/accusations...well that falls into RP and grey areas.
I will reserve any judgement til there is context...

The scenario you laid out is an RP scenario that could possibly lead to conflict. It has absolutely nothing to do with the cleric rezzing or not. The player's words would be the cause of conflict/consent, not the lack of rezzing. Context doesn't matter in the situation. Refusing to rezz someone can not grant consent in any way, shape, or fashion.

I am not arguing that refusal to rezz is consent. I am merely pointing out that by the OP's own words, there are reasons. If there are reasons, they come into play when making said refusal. Was it a simple RP reason(killed a friend/spouse, RPing not rezzing those following a different god, not helping thieves etc) then there is no consent. If the reason is something along the lines of an existing conflict, the cleric stating "I won't rezz you because you are a scumsucking necrolover"(I've used that one myself) etc then consent may, I say MAY, come into play. This is why I said I would reserve any judgement til there is context added. PvP stance only would come into play if the cleric was open which would make this entire thread moot.
Personally speaking, refusing to rezz tends to be a great opening for more RP interaction so I occasionally refuse because of the way someone speaks/acts.

Even the OP said reasons are irrelevant. Because they are. Again, in the situation that you're describing it's not the lack of raising/rejuving that MAY give consent. It's the words used. Not rezzing or rejuving does NOT give consent, period, end of story.

By the time I offered up my suggestion, the answer to the OPs question was already resolved. I in no way said that their actions of refusal to ressurect was consent. I simply offered them the opportunity to pursue the matter in other ways.
