Glad to hear people enjoyed it. I was afraid it might have been a little too vague and unforgiving, even for a Moon Mage quest.
I'll also admit I liked the chance to revisit that guy and give him an actual purpose.

Yeah I hate this quest. Seems pretty punishing considering how outrageously terrible Elanthian weather is.

At this point the only way I can tell for sure what happened (If this is the person I think it is) would be by reviewing a log from their POV.
I'm going to work to improve the behind the scenes logging so I can better track exactly why someone might fail during these steps, but it certainly won't be retroactive.

I might write some more lore about the quest giver at some point if the mood happens to strike me.
True Story: When we decided to make Read the Ripples stellar we had to quickly come up with a quest and the core portion of it (With the fragment) came to me almost instantly, but then I had to decide how to get that to players in the least development heavy way possible (I was didn't want to vastly delay the spell because of a complex quest). At times I considered just straight up selling it or writing a new NPC or trying to find an existing NPC I could expand on and then I remembered the current quest giver who was essentially a throw away Easter Egg I'd written years ago and, ta da, a quest was born.
