I swear I'm on a roll...
So the party line for Corruption spells has been that they were by and large designed to be non-obvious enough to be cast in cities without getting Forbidden Practices charges and SO hits. This does not seem to be the case for Petrifying Visions presently, which does give you the charge and SO dose. I don't know if this is a bug for certain or not but it does seem to be, given that externally it is not obvious to a third party what is happening and it doesn't really make sense to me that it would rile a mob of ignorant peasants up when it's effectively visually indistinguishable from Halt.
So this is a bug report if it is a bug, and a request to change it if it's not for some reason.

I don't think this explicitly intended.
AFAIK, it's intended for PV (and VOD?) to be "visible" effects.

AFAIK, even though the third person effect isn't super blatant, the target knows exactly who is doing what and that it's Sorcery/Necromancy, which is enough to make it be an offense.
This is different than the target's understanding of VIV, where they don't see anything themselves, either, so it's not possible for even them to tell that it's Sorcery/Necromancy.

The target knows something dreadful just happened to them. They do for Vivisection too. External observers do not. Automatic charges are based on what is observable to other people. The messaging reflects this. A mob of people should not begin screaming for my head when what I am doing is visually indistinguishable from casting Halt.

I love this observation.
I don't do much casting in town anyhow, but I would love if all Corruption spells + VIVI and maybe REI (There are gremlins that sit atop news stands and eat boogies, earwax and maggots - a weirdo periodcally sniffing their hands shouldn't be alarming to anyone) didn't cause citizens to freak out.

But in the case of VIV, they don't know what it is because there is literally no visual effect.
The targets of PV and VOD suffer a visual effect that makes it extremely obvious that what they're dealing with is Sorcery/Necromancy.

You get a bad feeling that a specific someone is doing something awful to you and then you start bleeding. That's about as obvious as PV is from a first-person perspective.
That said, it doesn't really matter that the target is aware something crazy just happened because again, that's explicitly not what the mob mechanic is signifying.
If PV got a makeover to be more obviously necromantic I would be at peace with this. Not happy, but at peace. I do think there is a niche for a debil spell usable in justice areas as well, FWIW.

PV has no visual effect other than the Necromancer staring really hard at the victim. All other descriptions are psychological. I would say that VoD's description is unclear as to whether or not it is again psychological in nature.
The argument 'it's all in your head' may apply here.
