I would think Soldier of War would be a good title avaliable. An age requirement or maybe by how long a characters been in DR would be a must I would think. Also might take armor, weapon, fa, and teaching into consideration for the title.

Agreed. Good Title suggestion. As for the time req, if they classify the Outcast event as a war then I'd say any character that 'existed' during that time frame and satisfies skill ranks should qualify.

For characters who exists back during the Sorrow War and satifies skill reqs that person should be able to get 'War Veterran'

Does that mean then, that those of us that were here and fought in the Gorbesh War can get the title of "War Weary"?
