If you're just spitballing or looking for discussion, here should be fine. I think there's a folder dedicated just to library books and/or other one-time publications (all the newspapers seem to have their own folders), so if you are wanting something to appear in-game you should also post there in addition to sending off your submission to whatever email address books are supposed to go to.
