At what skill does Ethereal Fissure become useful?

I don't use it, so for me the answer is never. Although I know that the other WM that occasionally hunts in my area sometimes will put it up. So I guess it is sort of a persona preference thing.
As to "what skill"... I guess when you can create the biggest fissure (enormous?) in a low-ish mana room without too much strain on yourself. I think I got it in my 50s or 60s and didn't have too tough of a time using it.
Maybe if you elucidated what problems YOU were having with it, it would be easier to answer the question.

Even with 250ish PP I still find that I often lack room mana when I need it. Most invasions, many RP events, almost every quest... without a doubt I'm usually sitting there in some flickering or hazy mana room :/
So fissure is a godsend when I have the time to get it up. I can take a flickering room to glowing and keep it there for at least 5-6 minutes. This is plenty of time to buff up or kill enough things to mind lock my TM. Fissure is also great when testing spells because you can make that good mana room even better, and not have to worry about tanking your mana from 60 mana casts of whatever it is you're trying to test.
I tend to go into events with several partially charged pieces of cambrinth just for fissure. It takes me a few minutes to get the thing up, but it is usually worth it. The only time when it becomes impractical is when you are in a group and everyone wants to keep moving forward after they've buffed and you are still on the third cast of your fissure.
Fissure also raises mana for adjacent room perceives. So it is technically possible to fissure the room next to the barricade you want to tremor, in safety. And hey, its all about teamwork right? I love raising one to give my bard and fellow WM companions a leg up, even if it means I'll be swinging my sword for a bit :P

I second that. For those of us who DO use it it is a worthwhile spell.
When should I get it? When is it usefull?
First of all DO NOT run out and get it as soon as you can ranks wise as it is not a very usefull spell right when first get it as you can only stuff so much mana into it and it requires repeated casts to make it big enough to count. That is a pain if you want to hunt. So get it around 60th is my recommendation.
When is it usefull? I find it usefull at any given time provided you will sit and hunt in the same room without walking around. The mana boos for a capped Fissure is HUGE.
Mor specifically swarmy hunting areas. Find a room you like. Cap a Fissure and you become a killing cyclone without needing to worry about being thrifty with your mana. Also helps with buffing up quickly. Capped SW, SUF, YS and ES take a LOT of mana if you are chain casting to cap YS and ES and want to avoid the LONG way of casting SW and SUF trough filling cambs in order to preserve mana.
You will also run into situations where the place you want to hunt has generaly low elemental mana and the ONE or TWO good rooms have already been taken by the one of the numerous WMs out there. SO if you stil want to hunt in there with any sucess you will have no choice but to find a middling mana room and get a Fissure going. As the only other option without a fissure will be to leave and come back latter in hopes of having one of the few good elemental rooms unoccupied.
On a side note Fissure boosts overall mana availability for most classes. Someone correct me if I am wrong but I was told by Empaths/Clerics that having a capped fissue in a room boosts mana for them as well. So triage areas will be happy having you toss a fissure out for them.
