Already registered it on Virilneus' site (Though I'll probably need to redo that, as it didn't save it very well). Here's everything we know about it.
It\'s an eyespy charm of some sort.
Don\'t know what it does, but what it does
Loresong says it cannot be used by adventurer\'s less than 10 trains, nothing else.
The iron cauldron is currently lit. So far, you\'ve added trinket oil, cyclops eye, powdered fire agate, and glimmering blue mote of essence and boiled it.
You hold your hands over the iron cauldron and murmur the incantation for sealing the solution. As you do so, an aquamarine haze begins to seep out of the cauldron, dissipating as it reaches the ground.

PEER/GAZE charm with no Eyespy (707)
You fix the image of your violet eyeball charm in your mind\'s eye. Nothing happens, however. You have no active Eye Spy.
GAZE with Eyespy (707)
>gaze charm
You fix the image of your green eyeball charm in your mind\'s eye. You feel your eyes flash bright green for a few seconds.
Akaylas's eyes glow a sickly green for a moment.
PEER with Eyespy (707)
>peer my charm
You fix the image of your green eyeball charm in your mind\'s eye. You see a floating steel grey eye flash bright green for a few seconds.
You see a floating steel grey eye take on an eerie green glow for a moment.
Peer/Gaze with Eyespy twice in a row:
You fix the image of your green eyeball charm in your mind's eye.
Nothing happens, however. Perhaps you are placing too much strain on the magic of the charm.
Big thanks Allereli, Kastrel, Moredin and Lizythia for finding this.
Now, can anyone in the know tell me what it does? We know it doesn't change the color of your eyespy.

Awesome discovery!
Have you tried getting your eye to WATCH after using this? (Call me a dreamer, but...you never know.)
If nothing else, it could be a way of using the eye to communicate. For example, you could flash the eye red to signal "danger, don't come", or green for "coast is clear". Unfortunately, without some means of seeing/listening for a response, it would be entirely one-sided.
Please do keep us posted! This might be motivation to get back into alchemy. Hmmmmm...

Got to the bottom of it, it's a neat RP tool. One thing that got overlooked was that when we gazed or peered at the charm, it generated no output. So all you see is the eye or your eye flaring/glowing/etc. Thanks to Noiya for clearing that up.
Still, very exciting for me! And it's good to know that there are still some recipes being added, especially now that I've taken up alchemy again.
Thanks again to Kastrel, Allereli, Moredin and Lizythia for helping with ingredients, testing, etc. Still haven't figured out number of charges, but soon.
