Have you ever been aligned (i.e. did you do "CONVERT FORSAKE")? Not sure if that makes a difference.

How much spirit lore religion and blessings do you have?

If I had to guess, Renouncer/Blasphemer/Heretic would be the mirror image of Zealot/Repentant/Penitent. In which case it might be an issue of lore, since I seem to remember those worked for me at about the right training levels.

The most likely thing I can think of is that is requires Forsaken status rather than just non aligned with lore. It might even have been unaligned originally but changed to Forsaken when that was introduced.
