319 is supposed to be giving the best possible result but it looks like it is protecting the attacker against fumble rolls as well as the cleric against normal rolls

A kiramon defender darts behind you quickly and tries to hamstring you with its pincers!
The evanescent shield shrouding you flares to life and thickens to create a substantial buffer around you.
[Roll result: 0 (open d100: -83)]
The kiramon defender's swing goes wide!

The typical result without 319 flaring on this manoever against this character is that the result is equal to the endroll so the flare here has added about 83 to the endroll and on some manoevers a 0 is substantially better for the attacker than -83 is.

I suggest that the result should cap at zero rather than be set to 0.

The things one takes for testing

Example of how the result and roll came out without 319 flare.

A kiramon defender darts behind you quickly and tries to hamstring you with its pincers!
[Roll result: 206 (open d100: 192)]
With a vicious double-strike the kiramon defender slashes at your right hamstring!
... 35 points of damage!
You fall to the ground grasping your mangled right leg!
You are stunned!

and does 340 not do anything for 335 at all?

I was feeling pretty wrathful after that hamstringing, so I decided to switch to 335 test mode and threw in a chant symbol for good measure but it seemed to wear off before any attacks happened.

The fact that the maneuver resolution happens at all is due to a limitation with the system. With normal attacks and spells, the entire attack/spell is intercepted and the attacker cannot fumble since it never reaches that point. I don't think it's appropriate to subject the attacker to fumble on maneuvers while normal attack/spells are not.

Yes, Symbol of the Proselyte (340) works with Divine Wrath (335). You just need to CHANT before each cycle of damage.

SO if I chant immediately after the initial cast rather than before I'd see benefit on the first cycle?

319 simply doesn't protect you from HUGS.
