Will F2P accounts have access to free merchants (off-the-shelf shopping)? I.e. if I started a F2P account could I take it to the spitfire next month and do my cataloging and standing around like an idiot to grab area flavor scripts and whatnot?

Yes, just not access to every service, and maybe not access to all shops.
