Player A is sitting in a room that isn't normally sancted and casts 213. This room can be in town or in the wilds, doesn't matter. Player B comes along, and is bothered by Player A's sanctuary (pick a reason, I don't really care). They discuss, and Player A declines to STOP 213. Player B, who is much higher level than Player A and with greater skills, casts 213, overwrites Player A's sanct, and then stops it.
Mechanics abuse? If so, why are sanctuaries able to be overwritten by people with greater skills?

Maybe I missed something, and I'm certainly no GM, I can say this however: control of a 213 (minor sanctuary) cannot be taken away from the caster by the casting of another 213, regardless of training/level/skill differences.

I just tested it now and wasn't able to "steal" the sanct from a friend, but we are fairly similar in levels/training. I could have sworn I did it a few weeks back in Shattered though. Someone cast a sanct, I cast one right after, typed stop 213, and shortly thereafter had a dead guy at my feet.

My guess is you missed some messaging there, either that or it's been 'fixed' between when you posted and I tested (which was just before I posted).
Though, I did my testing to be sure my own memory was correct (which was that that wasn't possible). Speaking as someone who takes great pleasure in finding mechanical loopholes in magic, I recall having explored this possibility when the changes to duration took place.
