Does the skill goals pop-up window require Chrome? I deleted Chrome for the time being and my skill goals window does not pop-up.

Just a guess, but I'd bet it looks for the default browser. Which if it was Chrome and it is gone now...

I'd try setting the default browser to whatever you are using.
