Does sigil of mending reduce empath healing time to 3 seconds as well, or only when eating herbs?

From my experience, it seems to have no impact upon Empath healing RT.

Guardians of Sunfist already favors Empaths above basically all other classes due to Adrenal Surge stamina recovery and Sigil of Power. This would just break the bank.
Really shouldn't be any reason it would be any other way.

All three societies favor empaths over any other profession. Why? Because empaths are self-repairing murder machines. So, it doesn't matter what Society they belong to, or even no Society at all ... they rule!
