Regarding: a royal blue cape adorned with shimmery silver snowflakes

These are +1 to Survival ranks, very resistant to frigid attacks, and are cloakworn, however they are not pocketed. Is there a reason for this or was the lack of pocketing an oversight? I ask because I know EG has had T4 prizes with slight enhancives that were pocketed and deemed a worthwhile win.
