We all know that the names of the players and accounts that get warned and temporarily locked out are off-limits. And that makes sense- you don't want to alienate your player base by punishing them publicly (although..)
What I'm wondering about, though, is why the names of accounts/players that were permanently locked out can't be disclosed? Is it a legal obligation to former paying customers to preserve privacy, or is it a decision made by the company/GMs to improve gameplay somehow? Or would there just be no benefit to posting those names, and so it is just a small display of kindness towards someone who use to pay and play, as well as the other still-active members who might have been involved in the situation?
I could imagine any of those being valid reasons, I'm just curious about why the details of perma-lockouts aren't posted as examples and to inform the player base of who they won't be seeing around anymore. Thanks in advance for any info and explanations.

Because customer privacy is a matter of company policy.
And considering there is at least one "permabanned" user still playing, posting the names publicly would create more drama than they want to deal with.

Then you would get questions about why so and so was locked out and the other so and so wasn't. This has been my point all along. The more information you release the more time you spend defending it.

Only if you're considering sharing your account with one of those folks, or taking their billing services under your wing. In either case, it sounds a mite suspicious.

Perhaps. However, the justifications I have read regarding protecting players identities when giving out warnings have always centered around privacy. But that privacy is protected not by the law but by a courtesy of a company to a paying customer. Once you are locked out, of course, you stop being a customer.
I would be a little disheartened if the reason for not releasing the identities of people being warned and locked out was not a matter of privacy but rather was the GMs responsible simply not wishing to publicly defend the justification for their decision. I don't think this is the case- the recent posts by Sanguinous and others have shed a lot of light on how stringent the scrutiny is for severe punishments like lockouts. I bet every lockout has to be satisfactorily justified to several people on the totem pole.

I would expect that to be the case. These issues are the business of no one other than Simu and the customer involved in the incident.

I wouldn't play DragonRealms if I didn't believe that my anonymity would be protected by the staff, even in the event that I flagrantly and egregiously violate their policy. There are a lot of people who play this game with me, and I really don't want most of you creeps knowing my real name or other information which all you stalkers could use to come visit me in my house.

When it comes to giving out names, believe me there are days when I want the whole world to know not just what so-and-so did, but who they are. We don't do that though. Outing people not only doesn't help much on the side of "I didn't know he was locked out" (the answer to that is, "Why were you letting anybody use your account?") but it actually gives those people something. They get the "fame" of being tossed out and we said who they were.
People who want fame around here can go about it by doing things that help the other players in some way or another. They're not going to get it by being named here. That's one reason I won't name names above and beyond the privacy rules.

I think some people might have been missed the point of my post. I don't think there's any particularly good reason to give out the character names of people who were locked out. I was more just musing that there are no barriers to doing so, since a locked out player no longer has a relationship with the company and hence no real expectation of privacy. The characters, after all, are not the players' property anymore.
I realize post-lockout privacy is the current policy, but that need not be the case (although, as pointed out, this is not the same as "should not").
<<Sanguinous post
I see your point, although anyone who would be desperate enough to need the notoriety of being publicly locked out...well, I guess I imagine they might end up being locked out anyway.
Regarding giving them extra fame.. There are indeed a few people who commit crimes for notoriety, but our justice system still makes names/crimes public. On the other hand, if we knew the details behind every crime, might we understand the laws and their enforcement a little better?

Why would anyone want to own (or buy!) a perma-banned account? It's already on the hit list, and if they catch that account in-game and can connect it to someone else's account then the hit list gets at least one more addition (remember, account history follows the account).

Maybe I'll feel more secure about things when I'm 65 marry someone 20, thank God for viagra, and die of old age before my kids are 15.

If it's easy enough to get to the items, surely it's just as easy to get to the character info, right? Just convert them into target dummies or little outfits/disguises for the quintains, or if you want to redistribute the items convert them into a custom-built trader table/mannequin/other typical item-display device:
