Well, I think that would be a BUG situation if anything.

Report is for something that requires immidiate attention . Something like gen rages likely doesn't fall into that category.

Also, Gen rates are based on some randoms, so they fluctuate pretty extremely occasionaly. Odds are there wasn't anything wrong.

Of course, if we're talking 500 critters here, that's a bit different.
