Earlier I cast locate on Hadrak who had Swan Form up and immediately followed it with a successful moonbeam shift even though I got the messaging for a failure due to magic wards. Tried it with Caraamon with the exact same messaging on the locate but I was unable to shift to him after. Not sure if there are levels of failure that aren't messaged but it seems like without a successful locate I shouldn't be able to shift that beam.

>gest katamba hadrak (here was the shift immediately following it)

Did you maybe locate someone in the same location as Hadrak just prior to that? I think the lingering effect should let you shift to anyone in that same room even if you haven't directly located them or the original person moved on. Riftal Summons works like this at any rate, with you being able to rift anyone using the same room-based lingering effect.
